revert: restore supportsUsageInStreaming=false default for non-native endpoints
Reverts #46500. Breaks Ollama, LM Studio, TGI, LocalAI, Mistral API -
these backends reject stream_options with 400/422.
This reverts commit bb06dc7cc9.
